President Bush signed the Executive Order authorizing these new medals. The final designs (see the attachments below) have been approved and the US Army Institute of Heraldry is working with the appropriate contractors to produce the ribbons and planchets. The designs of both medals were heavily influenced by USMC SME recommendations, with the reverse of the ICM being a 100% USMC design submission. We anticipate that OSD policy guidance will be published in Jan 2005 and the medals will be available for issue by May/June 2005. |
