IWVO National Commander (Interim) William V. Wenger, COL, U.S. Army (RET) COL William V. Wenger’s military career began in 1969 when he was commissioned through ROTC at the University of California at Santa Barbara. His last command, prior to retirement, was as the Commander of the California Army National Guard, a force of over 18,000 soldiers. COL Wenger has served with Airborne, Ranger, Special Forces, Infantry, Armor, & Intelligence. He has commanded at every level of the Army from platoon to corps equivalent. COL Wenger served as Platoon Leader for three combat platoons with the 1st Battalion, 51st Infantry (Mech), deploying to Turkey as part of the Armed Forces Central Europe (NATO) Strike Force. He served as a company commander of US Army Rangers in the 2nd Bn, 75th Ranger Regiment (ABN) & a company commander in HQ, VII Corps. COL Wenger commanded the 3rd Battalion, 160th Infantry (Mech) for 42 months, through the Los Angeles Riots, the Rodney King Civil Rights Trials, & the Northridge Earthquake. Under his command, 3-160th INF (M) received the Army Superior Unit Award for operational excellence during the 1992 Los Angeles Riots. Upon relinquishing battalion command, he took command of Detachment 3, (STARC) in July, 1995. He was promoted to COL shortly thereafter. COL Wenger has served successfully at every level from platoon to theater army level, including five Joint assignments including the first liaison officer from the Western Defense Command (Sixth U.S. Army) to the U.S. Maritime Defense Zone, Pacific, and in combat in the Global War on Terrorism. He served as Aide de Camp to the Assistant Division Commander (Maneuver) & to the Commanding General, 4th & 1st Armor Division. In 1983, as Assistant S3 of the 2d Battalion, 2d Infantry, 9th ID (M), He participated in the largest deployment of troops to Japan in over 25 years. He was the S3 of the 140th Military Intelligence Battalion (CEWI) for two years, & served as interim executive officer & battalion commander. In 1990, COL Wenger served as Assistant G2, 40th ID(M), then as Executive Officer for the 4th Battalion 160th Infantry(Mech). During Operations Desert Shield/Desert Storm, he served on active duty in a classified capacity for the Adjutant General. COL Wenger served as Joint Reserve Team Leader, Defense Contract Management District West of the Defense Logistics Agency, the largest joint brigade equivalent command in the Department of Defense. In his final assignment, COL Wenger was brought back on active duty at the request of the Adjutant General of the State of California to serve as Commander of the California Army National Guard, a corp-level equivalent command requiring a Major General. COL Wenger, following retirement, volunteered for combat tours to serve in OPERATION IRAQI FREEDOM and OPERATION ENDURING FREEDOM where he served with distinction in significant assignments including combat commands. In Iraq he served as Chief of Policy for the Multinational Force – Iraq, and then volunteered for a field assignment where he worked for (then) LTG Petraeus as Chief of Border Security for Iraq. In Afghanistan, he was duel hatted as Branch Chief, CJTF Paladin, South, 82nd ABN Div., and Branch Chief, Counter Improvised Explosive Devices, Regional Command, South, International Security Assistance Force, Kandahar. COL Wenger’s military education includes the U.S. Army War College, where he also served on the faculty for three years, the U.S. Army & the USMC Command & General Staff Colleges, the Infantry, Armor, Air Defense Artillery, & Transportation Officer Advanced Courses, the USMC Amphibious Warfare School, the Infantry Officer Basic Course, Ranger School, Airborne School, Air Assault School, & Rappel Master School. He holds BA degrees in History & Anthropology from UC Santa Barbara, an MA in Theater Arts from California State University, Long Beach, an MBA from Pepperdine University, and an MA in Defense Management from American Military University. In his civilian capacity, COL Wenger is the Vice President and Senior Facilities Manager for Morlin Asset Management, LP, in Los Angeles, CA. He is a Certified Property Manager & a Registered Property Administrator. He has authored several articles for military & real estate journals. He is a decorated Special Reserve Officer of the Los Angeles Police Department, & an advisory board member of the Youth Intervention Program of South Central Los Angeles, a member and leader of Rotary, Kiwanis and a number of professional organizational leadership, as well as chairmanships, service on boards of directors, & civic committees. He has also run for public office. COL Wenger is married to the former Robin D. Cooper. They have four teenage and adult sons.
